Your goal is to reach a certain population on Via Sol by building facilities as needed. Building things costs both resources and money. Resources are gained through building quarries, and money is gained from your cities. Everything you build increases your power drain, except the power plant which increases your power input. If you run out of power, people will start dying rapidly until power is restored. As a short term solution, you can power down anything except power plants and cities. (You will recieve an audio warning if power is low or critical). The higher population you have, the more cities you will need, and the more cities you have, the faster your population will grow. If you dont have enough cities, your money will be drained into social support programs until you can build more cities, and if you run out of money, youll get kicked out of office (and lose).
